The Design: Both Sides of the Bar

Flag Side — West Virginia State Flag in Full Color

The obverse displays a full-color reproduction of the West Virginia state flag. The design features a white field bordered in blue on all four sides with the official state coat of arms at the center. A red ribbon above the coat of arms bears the inscription "STATE OF WEST VIRGINIA," while clusters of Rhododendron maximum blossoms—the state flower—decorate each side of the central emblem. The coat of arms is rich with symbolism. A farmer stands on the left, representing the state's agricultural heritage, while a miner stands on the right, symbolizing West Virginia's mining and natural resource industries. Between them is a large boulder engraved with the date June 20, 1863, commemorating West Virginia's admission to the Union. Above the boulder rests a Liberty Cap, while two crossed rifles symbolize the state's willingness to defend freedom.Below the scene appears the state motto, "Montani Semper Liberi," translated as "Mountaineers Are Always Free."

West Virginia's Flag — A Product of Civil War Defiance

West Virginia holds a unique place in American history as the only state created through separation from a Confederate state during the Civil War.

In 1861, Virginia voted to secede from the Union. However, many citizens in the western counties opposed the decision. These mountainous communities maintained stronger economic and cultural ties to the North and differed significantly from eastern Virginia's plantation economy. Rather than follow Virginia into the Confederacy, representatives from the western counties established a loyalist government, petitioned Congress, and sought statehood within the Union. Their efforts succeeded when West Virginia officially became the 35th state on June 20, 1863. The statehood date displayed on the coat of arms commemorates this historic decision. The crossed rifles symbolize the determination of West Virginians to defend their choice, while the motto "Montani Semper Liberi" reflects the spirit of independence that led to the state's formation. Although the modern state flag was officially adopted on March 7, 1929, the coat of arms had served as a symbol of West Virginia since the state's earliest years.
